Protected Species Surveys

The requirements of the Endangered Species Act and the state procedures for protection of Endangered and Threatened Species often requires a wildlife study.  Carroll and Associates have performed numerous wildlife and protected species surveys  in Brevard, Indian River, St. Lucie, and Hillsborough counties. These studies prepare for applications for Development of Regional Impact, various kinds of permits, or permission to clear upland habitats. They are  most often designed to evaluate the use of a site by the threatened Florida scrub-jay, and the gopher tortoise (a Species of Special Concern on the State of Florida list)

Habitat Conservation Plans

 Often when an endangered species is found to be using the property, the property owner must obtain a taking permit from the U.S. Fish and Wildlife Service and the Florida Fish and Wildlife Conservation Commission to proceed with plans.  Carroll and Associates have participated in preparation of a Habitat Conservation Plan which has passed through the Service and a taking permit issued for property in the vicinity of Melbourne and Satellite Beach.  In addition, our personnel have drafted Biological Opinions as part of their duties with the Service.

Wildlife Management Plans

Carroll and Associates has prepared a management plan for part of the City of Sebastian Airport, after performing a Florida scrub-jay survey there. Also management plans consistent with the bald eagle development guidelines were prepared for property surrounding a bald eagle nest in southern St. Lucie County.

Monitoring During Construction

Carroll and Associates biologists have performed monitoring of several protected species during construction.  Two bald eagle nests in St. Lucie County have been monitored during construction projects near the nests.  Also monitoring of the Endangered West Indian Manatee was performed during a bridge demolition project in Volusia County.  In the spring of 2007 monitoring was performed for beach nesting birds during a sand placement project on the beaches south of Sebastian Inlet in Indian River County.

   

Seagrass Surveys

Carroll and Associates has  provided the underwater work for a sea grass survey and submerged aquatic vegetation surveys on several sites where docks or channels were being considered in Brevard and Indian River counties.

Ecosystem Analysis and Reporting

Carroll and Associates has assisted government  in formulation of an endangered and threatened species list for project planning.  Mr. Carroll has also provided  analysis of  alternative plans and  performance measures used by the South Florida Water Management District in  planning.  He has had experience with the Kissimmee-Okeechobee-Everglades system while employed by the U.S. Fish and Wildlife Service.  The firm has prepared biological input for an Environmental Assessment for St. Lucie County for a proposed water retention reservoir in St. Lucie County.  The work involved a wildlife study, vegetation mapping, endangered and threatened species study. and wetland delineation.  This was followed by predictions of the  nature of the proposed Ten Mile Creek Water Preserve reservoir as well as the tradeoffs in vegetation types and resultant wildlife population once the proposed reservoir plan is implemented.

Mosquito Control Impoundment Management

Mr. Carroll continues participation in the Subcommittee on Managed Marshes, a legislatively established group which encourages proper management of our salt marshes.  He has participated in projects to draft generic or regional mosquito control impoundment management plans. These plans are designed to include fishery and wildlife management as part of a multi-purpose plan along with mosquito control.

Airport Bird Strike Problem Management

Carroll and Associates performed an analysis of Bird Strike Abatement measures at major airports in Florida and elsewhere for The Florida Audubon Society under contract with the Greater Orlando Aviation Authority.   After this review and analysis of innovative measures,  recommendations were made to enhance the existing Bird Strike Abatement Program at Orlando Airport. 

Expert Testimony

Mr. Carroll has provided expert testimony for endangered and threatened species reliance and use for property scheduled for condemnation for a state park on north Key Largo.  Reports were prepared and testimony made in these cases brought by the State of Florida Attorney General's Office.
